ARCHIVED - Drunken electric scooter rider was 6 times over the limit
The Guardia warns that anyone purchasing this type of electric scooter must have a driving licence and insurance

It didn´t take much for police to work out that the rider of an electric scooter was not completely in control of his vehicle when the 50 year old man was spotted weaving from side to side, whilst holding his phone with his left arm to his right ear as he drove on the RM-1, which links the AP-7 to the RM-F16 in San Javier.
The vehicle also lacked a number plate.
The driver showed visible signs of alcohol consumption when pulled over and testing confirmed that he was six times over the legal alcohol limit. It also transpired that he had no licence and no insurance, believing that this type of scooter did not require one.
The Guardia Civíl has requested that the public be made aware that this type of electric scooter (power 2,000 W, maximum speed limited to 25 km / h and seat height of 700 mm) according to the recent instructions issued by the (DGT 2019 / S-149 TV-108), which establishes the criteria for the circulation of light vehicles powered by electric motors, classifies this type of vehicle under regulation (EU) 168/2013, as a category L1e-B “Two-wheeled moped”, so it must be registered as a moped, must be matriculated and drivers require a driving licence of at least AM class, technical inspection card and current compulsory automobile insurance policy.
Regulation (EU) 168/2013 establishes that if the height of the “scooter” is greater than 540 millimeters the vehicle is classified as a moped (subcategory L1e-B) if its nominal power is equal to or less than 4,000 W and is capable of a speed equal to or less than 45 km / hour.
This type of electric vehicle is becoming increasingly popular, and the Guardia warn that potential purchasers should check the technical details of any proposed purchase in advance to ensure that the correct form of driving licence is obtained beforehand.
They also remind road users that drivers must comply with the same safety requirements as those driving any other form of motorcycle, so must wear a helmet, not use a phone driving, not drink etc.
Needless to say the driver of this particular vehicle has a forthcoming appointment with San Javier court number 2 relating to a number of offences.
