ARCHIVED - Region of Navarra re-imposes lockdown as second wave of coronavirus hits hard
Bars and restaurants in the northern region are closed for a fortnight
The level of Covid infection in Navarra is three times the national average in Spain
As the effects of the “second wave” of Covid-19 continue to worsen the number of people suffering a second lockdown in Spain will rise to almost 6.3 million this week, with it having been announced that restrictions will come into force in the entire northern region of Navarra, home to 647,500.
In addition, the lockdown is being re-introduced in the locality of Aranda del Duero (province of Burgos) on Tuesday and in the city of Burgos itself on Wednesday as regional authorities respond to the increase in infection which has led to the week beginning with almost a million cases reported (974,449, to be precise).
Navarra thus becomes the first of Spain’s 17 regions to effectively close all of its boundaries with other parts of the country during the second wave, with people being allowed to travel in and out of the region only in exceptional circumstances. This corresponds to the fact that to the date the proportion of the population diagnosed as having been infected with Covid is higher than in any other part of Spain (and three times the national average), although until now lockdown has been imposed only in the two small municipalities of Carcastillo (2,500 inhabitants) and Cadreita (approximately 2,000).
At the same time as effectively isolating the region, the government of Navarra has also decreed that bars and restaurants will close down again for 15 days beginning on Thursday, according to regional president María Chivite, who explained that the negative data over the last few weeks has made the “harsh” restrictions inevitable. Sra Chivite also announced that a temporary evening closing time of 21.00 is to be imposed on shops, businesses and sporting and cultural activities, while public transport will be operating at only 50% of its usual level.
On a social level, gatherings are to be restricted to members of the same household except in the cases of those who live alone or who require special care and attention, and with the numbers continuing to rise there are fears throughout the rest of the country that similar measures may become necessary elsewhere in the near future.
Spanish Prime Minister Pedro Sánchez has repeatedly insisted that he has no intention of imposing a national lockdown and that the decision to impose a state of emergency on the Region of Madrid was only undertaken due to the failure of the regional Government to impose the necessary measures to prevent the spread of coronavirus, and only after an extended period of negotiation with the regional government.
This is the first case of a region voluntarily closing its own borders since the “second wave” began.
